The technology inside one of those isnt too complicated so would you think a prototype would be possible to manufacture via 3D printing

Its an dog leash (you know those normal things that you use to walk your dog and you can control the radius of the dog with a push of a button).

GoEngineer has an excellent YouTube channel. Find local meetups events. There is a lot of support out there, so just start modelling

Don't pay for anything, No course can make you an expert Just start building models everyday and continuously work on improving your skills
