I have 3d model part in step format. How can I easily convert the mode into 3D pdf with all the measurement

If you have the 3D model in step format, simplest method is open the model in SolidWorks and "Save As" 3D PDF
In solidworks you can save as the model as 3d pdf,

You can go to File > Save As > Select Adobe Portable Document Format (*.pdf) then > Save as 3D pdf. Verify the file name before saving. That way, it will have all the elements set during design.
