I did research but could not find the correct answer. What do people use for a STL Editors. It seem like there are 100 Of them. Some of them are free and some are costly/expensive.I am technically savvy. I would also like something to edit as well as create

I use Fusion 360 to converter mesh file into obj file and then edit it.Turn off the histogram, modify, export as stl and then print.

I am a Maya User, if I wasn't using a paid package I would 100% go back to wings3d.

Most STL manipulation is just for arranging models for printing or combining existing models. Personally I use 3D Builder and Meshmixer for this.
