Planning to get a dedicated desktop PC for my design jobs. I have a budget of around $800 - 1300, can this get a decent PC for my projects?

It depends completely on what you are planning to use it on. If it's ONLY for Max and ONLY a CPU render, there is no need for that GPU. But if you wanna use a GPU render or other programs or even game, then the GPU is good.
