Am using 3DS Max 2016 for TAFE, i can easily pan the background but am unable to zoom it. Can you please advice? What am i doing wrong? The images are placed as the background of the viewports.

There's something on a layer that is turned off so the extents of the drawing are larger than you think they are. Try turning on and unfreezing all layers and see if anything shows up.
